阜新百年国际赛道城吉祥物设计大赛作品征集活动正式启动（中英双文版）
Worldwide Works Solicitation for Mascot Design Contest of Fuxin Centennial International Racing Town

欢迎热爱、支持和关心阜新百年国际赛道城，全球艺术设计、各大院校设计专业师生、独立设计师、专业设计机构等设计策划机构单位，设计爱好者的个人和组织投稿均可参加（多人合作视为团队设计）。
Teachers and students majoring in design from colleges and universities, professional designers, professional design institutions, design enthusiasts and all those who are in favor of and concerned about Fuxin Centennial International Racing Town from home and abroad are welcome to participate in the works solicitation event. (Work finished by cooperation of several persons shall be considered as team work)
本次征集作品经评选的前五名作品作为阜新百年国际赛道城吉祥物候选方案，在2019年12月9日08:00—2019年12月15日18:00前公示，并给予每个作品5000元设计现金奖励费和精美礼品（税前）。候选方案经评委会推选一个作品作为阜新百年国际赛道城吉祥物，并在2019年12月16日对外公布。本公司将与作品设计人签约金额280000元（税前）。完成吉祥物的后续设计，金额为人民币400000元（税前），奖励设计总费用为680000元（税前）。
The top five selected from all works solicited will be awarded ￥5000 Yuan in cash (pre-tax) together with an exquisite gift respectively, and will publicized as candidate solutions to mascot design of Fuxin Centennial International Racing Town from 8 a.m. Dec. 9th ,2019 through 6 p.m. Dec. 15th , 2019. Only one piece of work will be selected from the candidate solutions by the selecting committee as the mascot of Fuxin Centennial International Racing Town, and will be publicized on Dec. 16th, 2019. A contract of amount of ￥280,000 Yuan (pre-tax) will be signed between our company and the designer. When the follow-up design of the mascot is completed, the designer will receive another amount of ￥400,000 Yuan(pre-tax). In total, the final mascot design will receive a reward of ￥680,000 Yuan (pre-tax).
注：参赛作品不得抄袭或雷同程度达到40%，如作品使用中出现法律纠纷由设计者承担。
Note: Entries shall not be plagiarized or duplicated to the extent of 40%, and the designer shall be responsible for any legal disputes arising from the use of the entries.
应征者须同时提交《阜新百年国际赛道城吉祥物设计大赛征集报名表》、《阜新百年国际赛道城吉祥物设计大赛应征承诺书》、《阜新百年国际赛道城吉祥物设计大赛设计方案》(含电子稿)、《阜新百年国际赛道城吉祥物设计大赛设计说明》4份文件。
Four documents of “Application Form of Works Solicitation for Mascot Design Contest of Centennial International Racing Town of Fuxin ”, “A Letter of Commitment of Works Solicitation for Mascot Design Contest of Centennial International Racing Town of Fuxin ”, “Design Solution of Works Solicitation for Mascot Design Contest of Centennial International Racing Town of Fuxin ”(electronic edition included) and “Design Description of Works Solicitation for Mascot Design Contest of Centennial International Racing Town of Fuxin ” shall be submitted by the candidates.
Entries must meet the following requirements:
1、简洁易懂、清晰可辨、创新别致、暗示属性、可以通用；具有鲜明的阜新本土特色，例如：煤炭资源枯竭、城市功能修复、矿坑治理、绿色生态修复、玛瑙之都、温泉养生等设计元素或设计理念以及阜新文化、地域特点。
1. Be concise, easy to understand, clear, identifiable, innovative, unique, general with implied attributes and distinct local features of Fuxin, such as design elements or concepts of coal resource exhaustion, urban function restoration, pit management, green ecological restoration, agate city, hot spring health, as well as Fuxin culture and regional characteristics.
2、应征作品须配设计理念说明。形象符合现代审美要求，彰显百年国际赛道城特色，内涵丰富、具有视觉冲击和美的感受。
2. A description of the design concept shall be attached to the design solution. The image shall conform to the requirements of modern aesthetics with rich connotation, visual impact, highlighting the characteristics of Centennial International Racing Town.
3、百年国际赛道城吉祥物设计在表现形式和技术手段上，适用于平面、立体和电子媒介的传播和再创作，百年国际赛道城吉祥物设计可以由单幅图稿表现，也可以由不同色彩的多幅图稿组成。
3. In terms of expression and technical means, mascot design of Fuxin Centennial International Racing Town shall be suitable for the dissemination and recreation of flat, three-dimensional and electronic media, and the mascot design can be represented with single drawings or several drawings in different colors.
4、百年国际赛道城吉祥物设计应包含彩色稿和黑白稿（网格图）两种设计标准图稿，分别打印或绘制在A4规格的纸上。同时附上设计说明有助于评选时评委对作品的理解，其内容旨在阐述设计思路、理念和含义。
4.The mascot design of Fuxin Centennial International racing Town shall consist of both colored draft and black and white (grid) draft, which shall be printed or drawn on A4 paper. At the same time, the attached design description is helpful for the judges to understand the works during the selection. The description shall aim at elaborating the design ideas, concepts and connotations.
5、作品必须是原创，明显区别于其它品牌名称及商标。一旦构成侵权，由投稿人自行承担相应法律责任，主办单位可取消该作者参赛资格。
5. The entries must be original and distinct from other brand names and trademarks. In case of infringement, the contributor shall bear the corresponding legal liability, and the sponsor may cancel the author's qualification.
6、作品均不退还，请投稿者自留底稿。征集结果公布后，未采用的作品即可自行处理，采用的作品版权归主办方所有。一经选用，签署相关版权协议，即主办单位拥有获奖作品的著作权，包括但不限于修改权、复制权、信息网络传播权、改编权，有权对设计作品进行修改、组合和应用，且不需另行支付费用。
6. The submissions will not be returned, please keep your own manuscript. When the result of solicitation is publicized, the works not adopted are free for the authors to deal with, while the copyright of the adopted works belongs to the organizer. Once selected, the relevant copyright agreement shall be signed, that is, the organizer shall have the copyright of the winning works, including but not limited to the right to modify, copy, information network transmission and adaptation, and shall have the right to modify, combine and apply the design works without additional payment.
7、因邮寄延误、邮寄丢失或损坏、误寄、邮件地址不对或其他非征集方的原因造成应征方案丢失或损坏的，征集方不承担任何责任。
7. The soliciter shall not be liable for any loss or damage of the entries arising from delivery delay, loss or damage, misdelivery, incorrect email address or other reasons not attributable to the soliciter.
8、如所有参赛作品没有达到公司审核要求，活动将延期继续进行，所有参赛人员还可以继续投稿进行比赛，直到征集比赛结束。
8. If all the entries do not meet the requirements of the company, the deadline of the event will be postponed, and all the participants can continue to submit their entries till the end of the solicitation competition.
9. The organizer reserves the right to interpret the event.
